It had been several months since you stated to me that Mr. Don Cotton would be getting in contact with me.  As you know this is the matter concerning the Wildlife Rehabilitation & Nature Preservation Society, Inc. (WRANPS.)

I have been waiting and waiting for Mr. Don Cotton to contact me but he has not.

A man in your position is supposed to have impeccable honesty, but I fail to see it concerning this matter.

Please provide me with the information I have requested and in which you have stated that Mr. Don Cotton would be getting in touch with me.

USM owns the land in which WRANPS is located, therefore USM is responsible for the actions of WRANPS.

I was contracted to do work I never received payment for my work. Therefore it is the responsibility of USM to conduct an investigation into why I have never received payment.

Also, it is a matter question of how WRANPS received $70,000.00 over three (3) 1997, 1998, & 2000.  The money in question was given as grants from the Secretary of State, Eric Clark and the checks were cut by the Mississippi Department of Marine Resources.

WRANPS has nothing to do with DMR, therefore is ineligible for grant money from the Tidelands Trust Fund.

MSCODE OF 1972


§ 87-1-25. Unlawful to rent or lease premises to be used for conducting business prohibited by this chapter.

Any person, whether as agent or owner, who shall rent or lease any office or place of business to any person, association of persons or corporation, to be used in, or for the purpose of negotiating or effectuating the class of contracts prohibited by this chapter, knowing such person, association of persons or corporation to be engaged in such business, shall be guilty of a misdemeanor, and on conviction shall be punished as provided by law.  

Dr. Horace Fleming:

The above section of the MSCODE of 1972 relates to owned land for which the University of Southern Mississippi (USM), has either leased of rented to a corporation by name of , "Wildlife Rehabilitation & Nature Preservation Society, Inc."

I, as the injured party, take exception to said University which harbors said corporation which owes payment stemming from completed contract work.

Dr. Horace Fleming, I am requesting I, the injured party, be paid for services completed in full.

I, also invoke, the Mississippi Public Records Act of 1983, ( MSCODE OF 1983) (TITLE 87-1-25).

I request documentation showing that the University of Southern Mississippi has either leased or rented land to the Wildlife Rehabilitation & Nature Preservation Society, Inc. (WRANPS)

Requested documentation/s will show WRANPS is either an entity of USM or a possible political or monetary front. This will establish a possible illegal payments of Mississippi tax dollars provided by the Secretary of State, Tidelands, Public Trust funds and the Mississippi Department of Marine Resources/Tidelands.

The PEER Committee has determined that WRANPS was not authorized to obtain grants over a period of three (3) years, FY-1997, 1998, & 2000. A total of $70,000.00 therefore was obtained through either political or illegal payments through a front for WRANPS.

The Wildlife Rehabilitation and Nature Preservation Society, known as (WRANPS), located in Pass Christian, on University of Southern Mississippi land in Harrison County erected a building without a building permit and had the Harrison County Building Code Office allow the Mississippi Power Company on December 6, 1991, release number 34709, to hook up power without obtaining the necessary electrical permit. This is corruption, and I have notified everyone in Mississippi I could think of, but none of my responses have been dealt with. Since WRANPS, INC., is located on land owned by the University of Southern Mississippi, they are political, look at the names of the people involved, WRANPS, INC. is a SCAM - save your time and money!!

I believe it is time to get my request moving, I have waited for an answer on why the University of Southern Mississippi has allowed the Wildlife Rehabilitation and Nature Preservation Society (WRANPS) to build a building on their property. According to Mr. Ben Clark, Director, Harrison County Building Code Office, the reason the electrician (Gary Frank) was not able to obtain the proper electrical permits was because of WRANPS/USM did not obtain the necessary building permit. The University of Southern Mississippi (USM) owns the land, which the building in question is located. I had requested this same information in 1992, but of course never could get a straight answer. The three attorneys involved in this case were aware of this because I explained the situation to them. Donald Rafferty and Channing Powell, and Reilly Morse which was the attorney for WRANPS, and even though I did not personally explain about the building permit not being obtained he should have know. So lets get the ball rolling, I know the land is or was owned by the University of Southern Mississippi when the building was erected and you know the land is or was owned by USM. I want Justice; I have already been screwed out of money, profit, and tools. Justice is all that is left; I now know how a conspiracy works and how powerful our State and Local government is. But you know what they say, we have the best public officials money can buy, and how power corrupts and absolute power corrupts absolutely. I have requested the Mississippi Bar Association through claim forms that attorneys Donald Rafferty, Channing Powell, and Reilly Morse be disbarred from ever practicing law again. This is my second request on Donald Rafferty. I am not going away, I will sit here and write letters everyday until I feel Justice has been dealt with properly. Have you spoken to Mr. Tom Compton, he is or was in charge of your Physical Education Department here at the University of Southern Mississippi, Long Beach. He is the person who stated to Marilyn McQueary that the electrician could go ahead and wire the building without a permit. He must have known someone either at Mississippi Power Company or the Harrison County Building Code Office. I will be writing to you several times a week requests until I am provided answers. I am sorry it has come to this but you should be in my position.

I have requested the Governors Office, Kirk Fordice, to investigate the Harrison County Building Code Office. I feel its is the responsibility of the State of Mississippi to ensure that agencies such as Harrison County Building Code Office abide by the laws which they themselves make the people of Mississippi abide. I have been requesting the Attorney Generals Office investigate this matter but he tells me I should hire and attorney because it's a legal matter. I take exception to the Attorney General, Mike Moore which is planning on running for Governor (but has changed his mind), telling me it is for me to have and pay for an attorney. It may not be the Attorney General responsibility to investigate the Harrison County Code Office, but it is his responsibility to assign an agency, which is responsible for investigating the wrong doing by the Harrison County Building Code Office. I have sent several letters to the Harrison County Building Code Office requesting copies of the Building Permit, Electrical Permit, and all documents provided to the Mississippi Power Company which hooked up the power to the WRANPS building December 6, 1991 with a release number of 34709. These have been requested through the "Mississippi Public Records Act of 1983 and the Freedom of Information Act of 1966." The Harrison County Building Code Office will not even recognize my request for the information requested.
