SEC. 49-15-11. Mississippi Department of Marine Resources; transfer of certain powers and duties from Department of Wildlife, Fisheries and Parks; Executive Director of the Department of Marine Resources; definition of terms.

(1) The Mississippi Department of Marine Resources is hereby established and full power is vested in the department to manage, control, supervise and direct any matters pertaining to saltwater aquatic life and marine resources under the jurisdiction of the commission. The Department of Wildlife, Fisheries and Parks shall retain only those powers, duties, employees, equipment and resources of the Bureau of Marine Resources assigned to law enforcement. All other powers, duties, employees, equipment and resources of the bureau shall be transferred to the Department of Marine Resources.

(2) The Executive Director of the Department of Marine Resources shall have the authority to internally reorganize the Department of Marine Resources with persons meeting established qualifications for comparable positions of duty and responsibility including, but not limited to, the deputy director, division chiefs, biologists and other personnel. For a period of one (1) year after the effective date of the act the personnel actions of the executive director shall be exempt from State Personnel Board rules, regulations and procedures in order to give the executive director flexibility in making an orderly, effective and timely reorganization of the Department of Marine Resources.

(3) Whenever the terms "Mississippi Marine Conservation Commission," "Marine Conservation Commission," "Bureau of Marine Resources" and "Mississippi Marine Resources Council" appear in any state law, they shall mean the "Mississippi Commission on Marine Resources."

And finally our corrupted elected officials voted and approved the $25,000.00 to be given to the, Wildlife Rehabilitation & Nature Preservation Society, Inc., 23228 Woodland Way, Pass Christian, MS 39571.


Now for the kicker, WRANPS, Inc., is located in the woods on property owned by the University of Southern Mississippi, (USM).

The Tidelands Trust Fund, according to the Mississippi PEER committee, WRANPS, Inc., does not qualify for taxpayer money, but is was an election years.

I would like to request every person in Mississippi to send an email to the below elected officials and explain how this is there last term in office, and how disappointed you are that they would commit Fraud, Waste, & Abuse of there position and giving taxpayers money away. 

All total WRANPS Inc., has been given $95,000.00 over four (4) years, 1997, 1998, 2000, & 2004 from the Mississippi Tidelands Trust Funds, overseer, Secretary of State, Eric Clark.

the following FY2004 Tidelands grant award disbursements:

November 18

City of Gulfport will receive a grant award of $195,821.33 for Gulfport Small Craft

Harbor Dredging. Presentation time: 2:30 p.m., Gulfport City Hall.

City of Pass Christian will receive a grant award of $195,821.33 for Harbor

Improvements. Presentation time: 6 p.m., Pass Christian City Hall.

City of Long Beach will receive a grant award of $97,910.66 for Harbor

Pier, Phase IV. Presentation time: 6:30 p.m., Waveland City Hall.

The Tidelands Trust Fund Program consists of funds derived from the lease rentals of

tidelands and submerged lands. Revenues are collected by the Office of Secretary of State,

appropriated by the state legislature and administered by the Commission on Marine

Resources. All tidelands projects are reviewed, evaluated and recommended annually by the

Commission on Marine Resources.

The Mississippi Department of Marine Resources is dedicated to enhancing, protecting and

conserving marine interests of the State by managing all marine life, public trust wetlands,

adjacent uplands and waterfront areas to provide for the optimal commercial, recreational,

educational and economic uses of these resources consistent with environmental concerns
