Mr. McCaleb, I have reviewed your request
for information in reference
to the Wildlife Rehabilitation & Nature Preservation Society, Inc.
Mississippi Power can not provide the requested information. First and
foremost, we can not provide billing information on a customer's account
unless it is requested by the customer of record or in this situation,
the board President or board member. Secondly, we do not know who pays
the bill nor do we retain records of payment back to 1991.

Why is the Mississippi Power Company above the law when it comes to the Freedom of Information Act of 1983 or the Public Records Act of 1966.
I have requested records concerning who has been paying for the electric power bills at the Wildlife Rehablitation & Nature Preservation Society, Inc., 23228 Woodland Way; Pass Christian, MS 39571.
($7,790.00, plus labor, materials, stolen tools and profit)
WRANPS, Inc., is a non-profit 503(c) corporation and as such makes there records public information.
The Mississippi Power Company, has decided not to adhere to the our laws, the Mississippi Legislatures passed years ago for the benefit of us normal people to obtain document through the laws.
Why is it that our elected Secretary of State, Eric Clark, has been giving grants to WRANPS, from the Mississippi Tidelands Trust Fund, he is the sole person in control of this money.
I have become to believe that WRANPS is a political organization, why I don't know but I believe it has.
Why else would grants from the Tideland Trust Fund which is passed through the Mississippi Department of Marine Resources to WRANPS.
So far I have added up $115 thousand dollars to WRANPS, last FY2005 it was $25 thousand dollars, and FY2006 it was also $25 thousand dollars and much, much, more has been given.
This is your tax money, and WRANPS doesn't even meet the criteria for grants from the Department of Marine Resources.
So, let the people of Mississippi decide, below is the email address of the U.S. Department of Energy, send them an email requesting why your tax dollars are going to a Wildlife Rehab. Center, and the only Wildlife Rehab. Center in Mississippi and there are several others.
Now, that the hurricane has wiped out WRANPS in the woods, they plan on moving to the Mississippi State Fish Hatchery, hwy 53, Lyman, Mississippi, which is state owned lands.
And it just so happened that our elected officials passed a bill which will keep giving WRANPS grant money.
Check out the date on the letter, convenient it would be in 2006, the year WRANPS got wiped out.

Executive director; nomination; powers and duties. |
|
|
|
(1) The commission shall submit three (3) nominees for the position of executive director to the Governor. The Governor shall appoint the executive director from the list of nominees with the advice and consent of the Senate. The commission may remove the executive director from office for good cause. The executive director shall be knowledgeable and experienced in marine resources management. |
|
(2) The executive director of the department shall have the following powers and duties: |
|
(a) To supervise and direct all administrative, inspection and technical activities and personnel of the department; |
|
(b) To employ qualified professional personnel in the subject matter or fields, and any other technical and clerical staff as may be required for the operation of the department; |
|
(c) To coordinate all studies in the State of Mississippi concerned with the supply, development, use and conservation of marine resources; |
|
(d) To prepare and deliver to the Legislature and the Governor on or before January 1 of each year, and at any other times as may be required by the Legislature or Governor, a full report of the work of the department, including a detailed statement of expenditures of the department and any recommendations the department may have; |
|
(e) To enter into cooperative agreements with any federal or state agency or subdivision thereof, or any public or private institution located inside or outside the State of Mississippi, or any person, corporation or association in connection with studies and investigations pertaining to marine resources, provided the agreements do not have a financial cost in excess of the amounts appropriated for the purposes by the Legislature; and |
|
(f) To carry out
all regulations and rules adopted by the commission and enforce all
licenses and permits issued by the department. |
