The Senate rejected an amendment to the 2009 budget resolution that would have placed a yearlong moratorium on earmarks, special spending requests used by members of Congress to fund projects in their districts. Supporters of the moratorium, which included presidential candidates McCain, Clinton and Obama, argue that earmarks are wasteful and lead to corruption. Opponents argue that earmarks are an important constitutional prerogative of Congress and ensure that Federal money is returned to benefit local communities. The House is expected to soon consider a similar moratorium. The President has harshly criticized earmarks, and threatened in his State of the Union address earlier this year to veto any appropriations bill that does not cut the cost of earmarks in half.
