USM hereby grants permission to WRANPS to operate
a Wildlife Rehabilitation Center consisting of the existing clinic
building and cages on the Huckleberry Hill Arboretum, and the existing WRANPS
library located in the small room in the pavilion.
(2)
USM hereby grants permission to WRANPS to design and
Construct
two large flight cages, several small cages and extended privacy fencing within
and adjacent to WRANP’S existing privacy fence. Only Quality materials,
professional workmanship and extreme care to plant habitat will be utilized in
the construction of these cages. USM-Gulf-Park
physical plant director has no responsibility for, or authority over, the
construction or operations activities or WRANPS.
(3)
USM and WRANPS agree that this agreement shall be
between
annually automatically, unless either cither party gives the other party written
notice sixty days prior to the renewal date.

I
received your letter and agreement notice between USM and WRANPS. I would like
to request a copy, which is readable.
I
find it unacceptable that in 1991 I was contracted by WRANPS to build a
privacy fence, but not where one did exist as you have stated.
I
also finished the building in question.
To
date I have not received one penny of the $7,790.00 of labor, materials,
profit, and stolen tools for my work.
Since
this agreement was drafted and signed after my work was completed in 1991, and
the president of WRANPS, Christina Morse, which was the wife of Attorney,
Reilly Morse. Reilly Morse was
the attorney for WRANPS; places USM in conspiracy of conflict of interest.
Since USM owns the property and principle owner, has intered in an agreement with WRANPS, which did not obtain a building permit to build the building the privacy fence around and finished the building. Nor did WRANPS obtain an electrical permit. This places USM in violation of the Mississippi Build Code.
I
have requested several times to the Harrison County Building Code Office, them
director, Ben Clark, for copies of the building permit and electrical permit
WRANPS obtained prior to my being contracted in 1991. I have never received
and copies of said documents.
I
had hired a licensed electrician, Frank Gary, and when he went to the Harrison
County Building Code office to obtain an electrical permit. He was told that a
permit could not be issued because there was not a building at that address,
therefore the electrical permit was denied.
You
also failed to address the $70,000.00 grant money received by the Secretary of
State, Tidelands trust fund, where the Mississippi Department of Marine
Resources wrote the checks.
And
as you know the PEER Committee stated that WRANPS should have not received the
$70,000.00 because WRANPS did not qualify for the grants.
I
have been waiting since 1991 to get paid for the labor, material, and stolen
tools from WRANPS. This agreement
is just another nail in the coffin as far as I am concerned. USM hindered the
process by entering into this agreement with the wife of an attorney for which
the wife was the president.
Wranps
never intended to pay me - read my website/webpages on WRANPS - USM &
WRANPS is nothing but a SCAM.
