statement I have received over the years concerning WRANPS and the TIDELANDS
TRUST FUNDS TO WRANPS.

Dear Mr. McCaleb:
I am responding to your e-mail request to Jim Gilliland.
You have requested a full and impartial investigation concerning the
Secretary of State Eric Clark for providing grant money to the Wildlife
Rehabilitation & Nature Preservation Society and the money passing through
the Mississippi Department of Marine Resource. You suggested that the
Secretary of State has misused the Tidelands Trust Funds by providing grant
money to WRANPS since 1997.
What evidence do you have that the Secretary of State has committed a
crime? Without evidence of a criminal act, we cannot initiate an
investigation on a public official. Belief, suspicion or hunch is
insufficient to open an investigation. We have to have some evidence that a
crime has been committed.
If you are challeging a decision by Mr. Clark or his office because of an
ethics violation, then you can consider contacting the Ethics Department of
the State.

approved grants to WRANPS from the Tidelands Trust funds through the
Mississippi Department of Marine Resources,
